What HCO licensing means

What California requires of a licensed Home Care Organization

California is one of the strictest states in the country for non-medical home care. Under the Home Care Services Consumer Protection Act (Health & Safety Code §1796.10 et seq.), every legitimate agency must hold an active HCO license from CDSS. Here's what that means for you as a client:

State-vetted ownership

Every owner, officer, and administrator of A&M Home Care Corp has been fingerprinted, background-checked through the California Department of Justice and FBI, and cleared by CDSS before the license was issued.

Home Care Aide Registry

Every caregiver we send into a California home is individually registered on the California Home Care Aide Registry, DOJ/FBI background-checked, TB-cleared, and cleared to work in your home.

Mandatory training

California requires five hours of entry-level training plus five hours of annual continuing education for every Home Care Aide. A&M's training program exceeds the state minimum.

Full liability coverage

State law requires licensed HCOs to carry commercial general liability, professional liability, workers' compensation, and employee dishonesty bond coverage. A&M carries all four plus non-owned auto.

Employee model, not gig

A&M caregivers are W-2 employees — not 1099 contractors or gig-app workers. That means A&M is responsible for payroll taxes, workers' comp, and supervision, not you.

State-regulated care plans

Every California client receives a written care plan signed by the client (or authorized representative), reviewed periodically, and updated whenever care needs change — exactly as CDSS requires.

  1. Go to the CDSS Care Facility Search.
  2. Under “Facility Type” choose Home Care Organization.
  3. Search by license number 364700202, or by name “A&M Home Care Corp.”
  4. You'll see our license status, licensed address, and administrator on file.

How every A&M California caregiver is vetted

Before an A&M caregiver ever walks into your loved one's home, they've cleared each of these steps. Not one is optional.

  • ✓ Fingerprint-based California Department of Justice background check
  • ✓ FBI national criminal background check via Live Scan
  • ✓ Registration on the California Home Care Aide Registry (with public HCA registration number)
  • ✓ Verified tuberculosis (TB) clearance within the last 12 months
  • ✓ Signed elder-abuse mandated-reporter acknowledgment
  • ✓ Signed HIPAA and confidentiality attestation
  • ✓ Completion of A&M's caregiver orientation and California-specific competencies
  • ✓ Reference checks and employment verification
  • ✓ Ongoing supervisory visits and annual re-training
